Survey of the Russian HR Outsourcing Industry UCMS Group Russia and online community Executive.ru conducted a joint survey “HR Outsourcing in Russia – Present and Future.” The main objective of the survey, conducted among 293 respondents from almost all Russian regions, was to study outsourcing trends among Russian businesses.
The survey confirmed that HR and payroll outsourcing is more and more popular on the Russian market. However, the respondents indicated that the main factors inhibiting the growth of the outsourcing services are fear of leakage of confidential information, unavailability of top management and internal resistance to the change. In addition, respondents pointed to the lack of information regarding the services, complex tax and accounting legislation and high cost of services. The survey revealed also that decisions regarding the procurement of outsourcing services tend to be made by business owners in 2011, as opposed to chief accounts and financial directors a few years ago.
